Project Phases

Implementation of a mature data governance structure is a long-term process and designed to unfold in waves or phases. Progress is iterative, with successive phases ultimately defined in response to Dartmouth-specific interests and in response to prior phases. Data governance principles will be applied to an in-scope dataset to start. Program intiatives and results are reviewed at regular meetings of the Steering Committee, and feedback provided.

Phase One (2022-2023)

Phase One of the data governance implementation process at Dartmouth focused on establishing the basic structures around which data governance practices are aligned.

  • Created org structure of project stakeholders including Executive Sponsors, Sponsorship Group and a Working Group

  • Created a Data Governance website

  • Identified institution-wide Data Stewards and Data Custodians

  • Inventoried relevant source systems

  • Identified principles and criteria for granting or denying access to data

  • Reviewed and documented Data Governance Use Cases

  • Created a procedure for receiving and responding to data access requests

Phase Two (2024-Current)

Phase Two is currently focused on documenting, institutionalizing, and protecting data as well as the retention/disposition of data. Efforts completed or in progress include:

  • Established staff support for Data Governance
  • Created an Implementation Project Plan to roll out Phase 2 initiatives across the institution
  • Completing a Data Information Request form and workflow - early 2025
  • Drafted Guidelines for Handling Higher Risk Data and a general Data Privacy Statement for OGC review
  • Identified and tagged current policies related to Data Governance in Policy Portal
  • Created Intro to Data Governance and Data Stewardship at Dartmouth training course modules for early 2025 launch
  • Redefined the Steering Committee charge and membership
  • Evaluating the requirements for additional data governance-related institutional priorities in alignment with current information security initiatives

Phase Three and Beyond

Phase Three will focus on strengthening the integration of data governance principles, processes and priorities across the institution. 

  • Develop data systems roadmap(s) in preparation for optimal ERP implementation
  • Develop a shared data dictionary to reduce effort and increase usability
  • Refinement of processes to maximize efficacy and minimize burden of executing data governance requirements
  • Review the role of the Steering Committee
  • Review and refine the procedures for data access requests
  • Development a routine training schedule and materials
  • Implement ongoing and additional data governance-related institutional priorities
